A TikTok likes price is only useful after you know how many videos it covers. A rate for 1,000 likes does not necessarily mean 1,000 likes on every video, and a payment into an account balance is not the same thing as the cost of one order. For a ten-video campaign, start with the distribution you need, then calculate the service charge and the cash you must commit.
The useful question is not simply “Which website has the lowest number?” It is “What would this specific ten-video brief cost, under these specific terms?”
Start with a per-video brief
Write down the ten video links and the quantity assigned to each. Ten videos receiving 100 likes each require 1,000 likes in total. Ten videos receiving 1,000 each require 10,000. Those are very different orders even though both briefs contain the words “ten videos” and “1,000 likes.”
A package may allow splitting across links, require a separate order for every link, or apply its advertised quantity to each selected post. Do not assume distribution is included. Confirm the minimum quantity for each individual order, not only the minimum total for the campaign.
Calculate the actual service charge
For a service genuinely priced per 1,000, use:
Total service charge = total ordered quantity ÷ 1,000 × rate per 1,000.
In the public catalog checked on September 16, 2026, Penmowu service 8739 displayed a TikTok likes rate of $4.60 per 1,000 and a minimum of 10. This is a dated catalog observation, not a guaranteed current offer or a delivery test. Penmowu public service catalog
At that displayed rate, ten orders of 100 would have a combined nominal charge of $4.60. Ten orders of 1,000 would have a combined nominal charge of $46.00. Check checkout rounding and any additional charges before treating either calculation as your payable total.
Do not apply this formula blindly to a fixed bundle. A seller charging one price for a defined package may not price a smaller quantity proportionally.
Separate the campaign cost from the funding requirement
Suppose, purely as an illustration, a service account requires a $25 deposit while your selected orders cost $4.60. Your immediate cash commitment is $25; your campaign expense is $4.60; the remaining $20.40 is account credit. That example does not state Penmowu's deposit requirement.
The distinction matters when comparing a prepaid catalog with a one-off checkout. A lower service charge can still require more money upfront. Ask whether unused funds can be withdrawn, whether payment processing costs apply, and which currency your payment method will use. Do not count unused credit as either a refund or a completed marketing expense.
Compare the specification, not just the rate
Keep the audience description, order limit and support conditions beside the price. A country-labelled service and a worldwide service are not automatically equivalent. Neither are a no-refill order and one with a defined replacement window.
Treat “instant” carefully: it may describe a stated starting window rather than completion. A historical average is not a deadline for your campaign. For a launch, ask what happens if delivery extends beyond the useful life of the video rather than assuming every order can be cancelled once it has begun.
Keep the business result in a separate column
Purchased likes do not establish that viewers understood a product, visited a website or became customers. Track genuine enquiries and attributable website actions separately from the ordered quantity. Never present paid engagement to clients or sponsors as independently earned audience approval.
For a content experiment, adding different quantities of paid engagement to different videos also complicates interpretation. A larger like count would no longer be a clean measure of which creative idea people preferred. Keep an unpromoted comparison where possible and label every intervention in your notes.

A practical next step
Use the Penmowu service catalog to check the exact TikTok likes entry, then save its ID, rate, link requirements and written conditions. Stop before funding when a title and description disagree. A useful budget is one you can explain line by line—not one built around the cheapest-looking headline.
